XV Anniversary Forum-Exhibition “Goszakaz” (Public Procurement)

From 3 to 5 April, the XV Forum-Exhibition «Goszakaz» (Public Procurement) supported by the all-Russian Popular Front took place in Moscow.

The event provoked a great interest in a professional society. The main discussed issue was a facilitation of the contracting procurement for an efficient realization of the 12 national projects.

About 3 thousand people from 80 Russian regions took part in the event, and the total number of participants and visitors during the three days working of the Forum-exhibition was about 16 thousand of people. The contractors, customers, supervisory authorities representatives, both government and public ones, experts, legislators, reputed journalists, businessmen met at VDNH (National Economy Achievement Exhibition of Russia).

The busy agenda shaped under the slogan «Accelerating the digitization of procurement – enforcing President’s ordinances!» was reflected in such headline and roundtable discussions as «Digital procurement and up-to-date issues of state, municipal and corporate procurement regulation»; «Control in procurement concerns everyone!»; «All-Russian Popular Front and Federal Anti monopoly Service against cartels: we are in favor of fair procurement!»; «Small business in the procurement process: the voice of the supplier must be heard»; «Result is above all: we are for a fair acceptance procedure!» and many others.

In the course of the open discussion «Result is above all: we are for a fair acceptance procedure!» the Director general of the «Pascal Medical» company, Albina Burnatseva spoke about the necessity of the overall review upon the acceptance procedure of medical devices.

Traditionally, in the course of the forum, the extended meeting of the Guild of national buyers, and purchasing and sales managers was held. At the meeting, the regional representatives presented the best practices in the area of procurement applied in the regions in 2018.

The professional lecture course was held by the Contractual Relationship Academy. Around two thousand people attended the course; they were ordinary employees of contract services and up to heads of contract divisions from various constituent entities of the Russian Federation.

НAt the forum exposition, the workshop was organized for the active members of All-Russian Popular Front’s project «For fair procurement». It has become the place of communication for more than 300 public monitors from different regions of Russia, that was three times more than the previous year.

As a result, during the forum, there were more than 60 events, over 200 persons acted as moderators and speakers.

On the sidelines of the business program, an exhibition display was organized on 10 thousand square meters. It traditionally represented the collective expositions and the stands of the regions, federal executive authorities, banks, electronic trading platforms and supplier companies.

In the exhibition the following organizations participated: Ministry of Transport of the Russian Federation; Ministry of Emergency Situations of Russia, Federal Treasury; Federal Anti monopoly Service of the Russian Federation; Federal Medical and Biological Agency; Pension Fund of Russia; State Corporations «Avtodor» and «Rosseti»; electronic trading platforms «RTS-tender», JSC «Tektorg», electronic trading facility «Goszakupki».

More than 250 supplier companies, that represent various areas such as construction, communication, IT-technologies, medicine, consumer goods industry, pharmaceutics, food production, education, printing industry, have presented their goods, products, equipment, projects, and innovative technologies for a procurement market.

This year the Resolution is of a great importance being a set of legislative initiatives to be considered at the nearest meeting of the State Duma workshop for carrying out an analysis and improvement of the goods, works and services that ensure state and municipal needs.
